Meet the Baldy View Team
Carlos Rodriguez serves as the Chief Executive Officer of the BIA Baldy View Chapter.
Rodriguez possesses a broad range of professional experience including working in the private sector as a senior executive at a statewide public relations firm. He also worked in Sacramento as a communications consultant in the California State Senate, where he advised Legislators on media relations and the development of collateral materials disseminated to educate constituents on public policy.
In addition to his experience working in the California Legislature, Rodriguez has served as a key advisor and consultant to political campaigns at the city, county, state and federal levels including Inland Empire Co-Director for Bush-Cheney 2000, Inland Empire Hispanic Coalitions Director for Bush-Cheney 2004 and Inland Empire Hispanic Coalitions Chair for Governor Arnold Schwarzenegger’s 2006 reelection.
Rodriguez was appointed by Governor Arnold Schwarzenegger to the California Commission on Aging to help address housing, health care and other elderly quality of life issues - serving from 2006 to 2010. In recognition of his private sector leadership, the California Hispanic Chamber of Commerce awarded Rodriguez the 2006 “Corporate Advocate of the Year” for promoting sound pro-business policy and his ongoing commitment to forging new community partnerships that encourages economic growth.
His prior professional experience also includes a position as an adjunct faculty member at California State University, Fullerton and Chaffey College in Rancho Cucamonga. Rodriguez also worked as a sports reporter at the Riverside Press Enterprise.
Rodriguez graduated from California State University, Fullerton with a Masters of Arts degree. He earned a Bachelors of Arts degree from California State University, San Bernardino. He resides in Yorba Linda with his wife Rhonda, son Ryan and daughter Rebekah.
John Heimann serves as the Director of Government Affairs for the Building Industry Association of Southern California’s Baldy View Chapter. In this role, he is responsible for representing the building industry before government agencies at the State and local level, as well as media, and public interest groups on issues dealing with the regulatory requirements of land-use, environment, and permitting and entitlement issues. Mr. Heimann serves as the primary liaison between the industry and local governments within San Bernardino County, one of California’s largest and fastest growing areas.
He has over 10 years of progressively responsible experience working for homebuilders in Southern California and in Arizona as well. His past duties have included managing the acquisition, entitlements, and horizontal construction for Single-Family, Multi-Family, and Mixed-Use projects located in California, Arizona, and Southern Nevada. In this capacity he has also represented homebuilders before various local government elected officials and staff.
Mr. Heimann holds a Bachelor of Science degree in Community and Regional Planning from Iowa State University. He now resides in the City of Fontana with his wife Audra and their two children, Madison and Zachary.
Billie Petty serves on the Chapter’s Member Services team.
Billie has extensive experience in association membership, having been the Director of Membership for the National Hot Rod Association (NHRA) and as the Membership Services Manager with the Specialty Equipment Market Association (SEMA). She also previously represented Chaffey College as a Job Placement Specialist.
Billie has been involved with the Ontario Chamber of Commerce, serving on the New Member Committee and also spent time working in the logistics/transportation industry.
An Upland resident, she also spends time in Big Bear, with her son Chase and his family, Holly, Drayden and Talon.
Cassandra Kristensen serves on the Chapter’s Member Services team.
She comes to the BIA with experience in marketing and communications with a recent focus in the technology industry while serving as the marketing director for NAG, Inc. Cassandra also previously assisted the Baldy View Chapter while at Desmond & Louis public relations.
Cassandra has experience with the graphic design and assisted a variety of businesses and publications including IE Biz magazine and the Ontario Reign Hockey Booster Club.
Cassandra graduated from California Baptist University with a Bachelors of Arts in Communications.
Nicole serves as the chief executive officer of Desmond & Louis and oversees the day-to-day operational functions and strategic planning for the company and its accounts. She is also an event management specialist and accountant. She specializes in the development of events of all sizes, from half-day workshops to day long summits and conferences.
Desmond, president of Desmond & Louis is an established media relations professional and creative strategist, known throughout the state for his tenacious and tireless efforts to make client goals a reality. He currently hosts the IE News Hour - a weekday news program from 5 am to 6 am on KTIE 590 AM.
